Living Off The Grid In The City
Is there any way for my folks to get around this paving ordinance?

They want to build their house at the end of a road that is in the city limits of Port Townsend, WA but not owned by the city. It will take all the money they have just to build and install utilities.

They can probably make the road wider but having to pave the length of it will put them over. It’s over a 1000 feet long! There’s only one other person down there and he just uses it to store his equipment. the man at the end of this road off the hwy is ‘off the grid’.

I guess it because of the paving issue. My folks might have to live off the grid too if they can’t find another alternative. They have someone living out of the city limits who could give them access but that’s another complication. What do you think?

Your driveway does not have to be paved. It is more like where the pavement ends for the city road maintenance ends. The utilities will still come to their place pavement or not. Except the utilities stopped back a ways and the only people shouldering the costs are your folks as there are no neighbors. Extending the pavement with your own pavement does not force the city or utilites companies to change their boundary maps. They will still have to pay for the 1000 feet connection for the utilities. Utility companies have their own maps. If it is in the city limits it is taxable land to the city. They however do not necessarily supply the utilities. Different district branches for the different areas.
